For example, If you don’t want to launch ftp, comment out.

#sudo aptitude install locales
#sudo dpkg-reconfigure locales

Select with Space key what you use and press Enter.

If you need, install manpages-** of your language,
for example, manpages-fr.

#apt-get install console-data console-common
#dpkg-reconfigure console-data

Select the bottom option, then choose the keymap what you use.
